Toll-free verification is the review every US toll-free number (800, 833, 844, 855, 866, 877, 888) must pass before it can send business SMS to US and Canadian mobile networks. As of 2026 you submit your business details, including a business registration number, your use case, opt-in proof and sample messages through your messaging provider; review usually takes a few business days to about two weeks, and unverified or pending numbers are blocked.
Rules last checked: October 2026.
Is toll-free verification required?
Yes. Toll-free numbers cannot send A2P SMS to US mobile subscribers without an approved verification. Traffic from unverified or pending numbers is blocked in the US and Canada. Numbers verified before the 2026 changes keep their status and do not need to resubmit. Verification is separate from 10DLC: a toll-free number does not need a TCR brand or campaign. For the wider choice of sender type, see 10DLC vs toll-free vs short code.
What information does toll-free verification need?
- Business identity: exact legal name (as in tax records), address, website and a contact whose email matches the website domain.
- Business registration number (BRN): for US companies the 9-digit EIN, for Canadian companies the Business Number, or the equivalent registration or tax number elsewhere, plus the issuing country.
- Entity type: private company, public company, non-profit, government or sole proprietor.
- Use case and volume: what you send (for example 2FA, account alerts, customer care, marketing) and expected monthly volume.
- Opt-in proof: how recipients consent (web form, paper, verbal, keyword) with a link or screenshot. Consent must be specific to your business; lists where users agreed to hear from "partners" are not accepted.
- Sample messages that include your brand name and opt-out wording such as "Reply STOP to opt out".
- Privacy policy and terms on a live website, with the privacy policy stating that opt-in data is not sold or shared with third parties.
What changed in 2026?
The BRN, its issuing country and the entity type became required fields for new submissions. Providers communicated slightly different enforcement dates (January 1, 2026 in some notices, February 17, 2026 in others), but in both cases new submissions without a valid BRN are rejected. Sole proprietor submissions follow a separate path that mirrors 10DLC sole proprietor vetting and may require manual identity checks. The changes bring toll-free closer to the brand checks used in 10DLC registration.
How long does toll-free verification take?
Providers commonly quote 3 to 5 business days for a complete submission, with one to two weeks or more when the reviewer asks for more information or has a backlog. Each information request adds time, so most delays come from incomplete forms. Plan at least two weeks before a launch date.
- Buy or port the toll-free number with an SMS-enabled provider.
- Submit the verification form through the provider's portal or API.
- Answer any information request quickly and completely.
- Once approved, start sending within the use case you described.
Why is toll-free verification rejected?
- Missing or invalid BRN, or a legal name that does not match the registration record.
- Website not live, "under construction", or without a visible privacy policy.
- Opt-in not shown, or consent collected for third parties.
- Sample messages without brand name or opt-out wording.
- Use cases carriers do not accept, such as some debt and credit repair or high-risk financial offers, and restricted content (see SMS content restrictions).
- Contact email on a free webmail domain instead of the company domain.
Fix the stated reason and resubmit; where the BRN was rejected, providers may ask for a copy of the registration document.
After verification
Stay within the declared use case and volume. Large changes in content or volume can trigger a new review, and complaint rates are monitored. Honour STOP immediately and answer HELP. For OTP traffic, follow OTP SMS best practices and protect your sign-up forms against SMS pumping.
US SMS routes
VoIPMatcher sources A2P SMS routes to the United States for verified toll-free and registered traffic. Request a US SMS route with your sender type and volume.
Frequently asked questions
Can I send SMS while toll-free verification is pending?
No. As of 2026, messages from toll-free numbers that are unverified or pending verification are blocked on US and Canadian networks. Submit the verification before your launch date and wait for approval before sending live traffic, including tests to real customers.
Is toll-free verification the same as 10DLC registration?
No. 10DLC registration covers local 10-digit numbers through a brand and campaign with The Campaign Registry. Toll-free verification covers 8XX numbers and is done per number through your messaging provider. Both check your business identity, use case and consent process.
Does toll-free verification cost money?
Many providers do not charge a separate fee for submitting toll-free verification, but you pay for the number and for messages, and pricing policies differ. Check your provider's current price list, because some include verification handling in their number or messaging fees.
Can a foreign company verify a US toll-free number?
Yes, in general. The form accepts a business registration or tax number from other countries together with its issuing country. Your website, privacy policy and opt-in process must still meet the same rules as a US business. Make sure the legal name matches your registration document exactly.
Do I need to verify each toll-free number?
Yes. Verification is attached to each toll-free number that sends SMS. If you use several numbers for the same use case, each needs to be submitted, although providers often let you submit them together under one business profile. Keep the details consistent across submissions.
