Bulk SMS is the sending of the same or personalised text message to many mobile numbers at once from a business platform, usually through an SMS gateway, an API or a web panel. The messages travel as A2P (application-to-person) traffic over routes that a provider buys from mobile operators or aggregators.
What is bulk SMS?
Bulk SMS means one sender, many recipients. A business uploads a list or connects its software, writes a message and sends it to hundreds, thousands or millions of numbers. The messages can be identical (a promotion) or personalised with fields such as name, order number or code. Under the hood, bulk SMS is simply A2P SMS sent in volume, so the same rules, prices and routes apply. The difference from person-to-person texting is explained in A2P vs P2P SMS.
Typical uses:
- Transactional: order confirmations, delivery updates, appointment reminders, OTP codes.
- Promotional: offers, sales, event invitations, sent only to people who opted in.
- Informational: service outages, school or public notices, internal staff alerts.
How does bulk SMS work?
A bulk SMS message passes through four layers: your application, the provider's gateway, one or more carriers or aggregators, and finally the mobile operator that delivers it to the handset. Each layer can add filtering, rate limits and delivery reports.
- Submission. You send messages through a web panel, a CSV upload, an HTTP API or an SMPP connection. See SMPP vs HTTP SMS for the difference.
- Gateway processing. The SMS gateway checks the number format, splits long messages, picks the encoding and chooses a route per destination network.
- Routing. The message goes to a direct operator connection or to an A2P SMS aggregator that holds that connection.
- Delivery and reports. The operator delivers the SMS and a delivery report (DLR) travels back along the chain, so you can see whether each message arrived.
Bulk SMS vs A2P SMS: is there a difference?
In practice, no. "Bulk SMS" is the term buyers use for the service, while "A2P SMS" is the term carriers use for the traffic type. A bulk SMS panel sold to a school and an SMPP route sold to a CPaaS platform both carry A2P traffic. What changes between providers is the quality of the route behind the panel: a direct or well-managed route delivers fast and returns real reports, while a grey route may be cheap but blocked or filtered. The SMS route types guide explains the options.
What are the requirements to send bulk SMS?
Most countries now ask for three things before you can send bulk SMS legally and reliably: a registered sender, permission from recipients, and content that matches the declared traffic type.
- Sender ID registration. Many countries require alphanumeric sender IDs to be registered in advance, and unregistered ones are replaced or blocked. See SMS sender ID registration.
- Consent and opt-out. Promotional messages need prior opt-in in most markets and a working way to unsubscribe. Some countries also run do-not-disturb registries.
- Traffic category. Operators separate transactional and promotional traffic, often with different prices and sending hours. See transactional vs promotional SMS.
- Country-specific schemes. India requires DLT registration of the entity, headers and templates; the US requires 10DLC or toll-free verification for business texting.
- Content rules. Some categories (loans, gambling, adult content, political messages) are restricted or banned in certain countries.
How much does bulk SMS cost?
Bulk SMS is priced per message part, and the price depends mostly on the destination country and operator, not on the panel. Termination fees set by operators make up most of the cost, so the same message can cost many times more in one country than in another. Other factors are sender ID type, traffic category, volume and route quality.
Two details catch new senders out. First, a long message is billed as several parts: a GSM-7 SMS holds 160 characters, but a Unicode message (needed for many non-Latin scripts and for emoji) holds only 70, and concatenated parts hold fewer. See GSM-7 vs Unicode encoding. Second, some providers bill per submitted message even when delivery fails. The full breakdown is in SMS pricing explained.
How do I choose a bulk SMS route?
Ask for coverage of your exact destinations and operators, the route type, whether your sender ID will be delivered unchanged, delivery report accuracy and the support for registration in each country. Test with real numbers before you commit volume, as described in how to test an SMS route. Platforms that resell bulk SMS usually connect over SMPP for throughput and reliable reports.
VoIPMatcher sources A2P SMS routes for platforms, resellers and enterprises from its carriers and manages them for you. Tell us your destinations, traffic type and monthly volume and request a bulk SMS route.
Frequently asked questions
What is a bulk SMS service?
A bulk SMS service is a platform that lets a business send text messages to large lists of mobile numbers through a web panel, file upload, HTTP API or SMPP connection. The provider handles routing to mobile operators, encoding, long message splitting and delivery reports, and bills per message part according to the destination country.
Is bulk SMS legal?
Yes, bulk SMS is legal when you follow the rules of each destination country. That usually means getting opt-in consent before sending marketing, offering an easy opt-out, registering your sender ID or templates where required, and respecting do-not-disturb lists and content restrictions. Sending to bought lists or through unauthorised routes can lead to blocking and fines.
Can I send bulk SMS for free?
Not legitimately at scale. Every A2P message that reaches a mobile network carries an operator termination fee, so free bulk SMS offers are either small trial credits or rely on consumer SIM cards and unauthorised routes. Those routes are filtered by operators and break their terms, so messages get blocked and your sender reputation suffers.
How many SMS can I send at once?
The limit is set by your provider's throughput, measured in messages per second, and by any caps in the destination country. Platforms commonly send thousands of messages per minute over SMPP. Some countries or operators restrict promotional sending hours or daily volumes, so large campaigns are queued and spread over time rather than sent in one burst.
What is the difference between bulk SMS and SMS marketing?
Bulk SMS is the delivery method: sending many messages at once. SMS marketing is one use of it, for promotions and offers, and it needs prior opt-in consent in most countries. Bulk SMS also covers transactional uses such as reminders, alerts and verification codes, which follow different rules and often travel on separate routes.
