Bulk SMS in Romania works best with a registered alphanumeric sender ID: unregistered and numeric senders are overwritten or rejected on parts of the market, and links must be allowlisted with the sender. VoIP in Romania is regulated by ANCOM, and since 7 July 2025 operators must block calls from abroad that falsely show Romanian numbers.
Rules last checked: October 2026.
Bulk SMS in Romania: sender ID registration
Romania has no single national sender ID register, but the operators set the rules, and they have tightened since late 2024:
| Sender type | Status in Romania as of 2026 |
|---|---|
| Registered alphanumeric | Recommended; registration takes about 4 weeks and some networks charge for it |
| Unregistered alphanumeric | Overwritten on some networks, rejected on the former Telekom Romania mobile network |
| Dynamic sender IDs | Not supported by Vodafone and Orange |
| Numeric (local or international) | Not supported for A2P; overwritten |
| Short code | Available from local operators |
Register the sender ID on all networks before launch. Gambling senders in particular need full registration to avoid blocking. More in sender ID registration by country.
Links, consent and restricted content
Romanian operators are very strict on URLs: messages with links are blocked or filtered unless the domain is allowlisted, and URL registration is done together with sender ID registration. Submit every domain you will use, and add new ones before you send them. Marketing SMS needs prior consent under the GDPR and Romanian e-privacy law, and each message needs a simple opt-out. Two-way SMS is not supported on standard A2P routes. For OTP, use the same registered sender ID every time, keep codes free of links, and send each code as a single short message; OTP SMS best practices covers code length and expiry. See SMS content restrictions.
Romanian mobile networks
The networks are Orange, Vodafone (which took over the Telekom Romania mobile business) and Digi. Mobile numbers start with 07. Romanian letters ă, â, î, ș and ț are not in GSM-7, so many senders write without diacritics to keep 160 characters per part (GSM-7 vs Unicode).
VoIP in Romania: regulator and numbering
VoIP is legal in Romania. ANCOM (the National Authority for Management and Regulation in Communications) regulates the market, keeps the register of providers, which must notify ANCOM before starting service, and assigns numbers. Geographic numbers start with 02 or 03 (021 Bucharest), mobile numbers with 07, and freephone with 0800. Mobile is priced per operator (mobile termination rates).
Romania anti-spoofing rule for calls from abroad
From 7 July 2025, an ANCOM decision requires Romanian operators to block international calls that show Romanian national numbers incorrectly or falsely. That covers calls from abroad showing Romanian numbers outside the 06 and 07 ranges (in practice fixed and other non-mobile numbers), and calls using the +40 code in a wrong format. Calls that operators can verify as legitimate, such as Romanians roaming abroad or automatic call forwarding, are not blocked.
For buyers: do not expect a Romanian fixed CLI to survive on traffic that enters Romania from abroad. Use a number you hold, and ask the provider how the CLI is handled at the border. See CLI spoofing rules and CLI vs non-CLI routes.
What buyers ask for on Romanian routes
- CLI handling after the July 2025 rule, and ASR on each mobile network.
- Separate fixed and per-operator mobile rates, billing increments and traffic type.
- For SMS: who registers the sender ID and URLs, how long it takes, and delivery reports per network (how to test an SMS route).

VoIPMatcher sources the route from its carriers and manages it; buyers and sellers never see each other. Request a Romania voice route or request a Romania SMS route.
Frequently asked questions
Is sender ID registration mandatory in Romania?
Not by a national law, but in practice yes. Unregistered alphanumeric IDs are overwritten on some Romanian networks and rejected on others, and dynamic IDs are not supported by Vodafone and Orange. Register the sender ID on all networks through your provider, which takes about four weeks, before you launch.
Why are SMS with links blocked in Romania?
Romanian operators filter URLs heavily to stop phishing. Links are only delivered when the domain has been allowlisted, and URL registration is done together with the sender ID registration. Register every domain you plan to use, avoid public URL shorteners, and add new domains before sending them.
Can I receive replies to bulk SMS in Romania?
Not on standard A2P routes. Two-way SMS is not supported for international senders, and numeric senders are overwritten. If you need replies, ask your provider about a local short code from a Romanian operator, or move the conversation to a channel that supports two-way messaging.
Which calls does ANCOM block since July 2025?
International calls that show Romanian numbers incorrectly or falsely, for example calls from abroad displaying Romanian fixed numbers or using the +40 code in a wrong format. Calls that operators can verify as legitimate, such as Romanian mobile users roaming abroad or automatic call forwarding, are still connected.
