Bulk SMS in Uganda and Tanzania both require a pre-registered alphanumeric sender ID for reliable delivery: in Tanzania, messages with unregistered sender IDs to the main networks have been blocked since 16 June 2025, and in Uganda MTN only carries alphanumeric IDs that are pre-registered. Both countries also require consent for marketing under their data protection laws.

How does bulk SMS work in Uganda and Tanzania?
A business sends through a bulk SMS platform or SMS gateway, which delivers to the mobile networks directly or through aggregators. The main networks are:
| Uganda | Tanzania | |
|---|---|---|
| Regulator | Uganda Communications Commission (UCC) | Tanzania Communications Regulatory Authority (TCRA) |
| Main networks | MTN Uganda, Airtel Uganda | Vodacom, Airtel, Yas (formerly Tigo), Halotel, TTCL |
| Data protection law | Data Protection and Privacy Act 2019 (PDPO) | Personal Data Protection Act 2022 (in force May 2023) |
| Sender ID | Alphanumeric pre-registration, about 3 weeks | Pre-registration required, about 3 weeks local, about 4 weeks international |
| Numeric senders | Not supported on the main networks | Not supported |
Sender ID details above come from provider country guides as of 2026; regulators do not publish a single sender ID rulebook. For the general model see what bulk SMS is.
What are the bulk SMS rules in Uganda?
Uganda's SMS rules come from several laws:
- The Uganda Communications (Text and Multimedia Messaging) Regulations 2019, made under the Uganda Communications Act 2013, which prohibit unsolicited messages and set rules for commercial communications.
- The Data Protection and Privacy Act 2019, which requires informed consent to collect and use personal data and lets people demand that direct marketing stops. The Personal Data Protection Office obtained its first criminal conviction under the Act in July 2025, for processing data without consent and failing to register.
- The Electronic Transactions Act, under which unsolicited commercial messages must be free to receive and include an opt-out.
On the networks, MTN Uganda carries alphanumeric sender IDs only if they are pre-registered; dynamic IDs may be delivered on other networks but are not preserved. Avoid generic sender IDs such as INFO or Verify, and do not register a promotional phrase as a sender ID.
What are the bulk SMS rules in Tanzania?
In Tanzania, pre-registration of alphanumeric sender IDs is required for both local and international senders. Since 16 June 2025, messages with unregistered sender IDs to Yas, Zantel, Vodacom and Airtel are blocked, and dynamic sender IDs are not supported on those networks. TCRA oversees content under the Electronic and Postal Communications Act 2010 and the Online Content Regulations 2020. During the 2025 election period, TCRA told operators and SMS aggregators to screen bulk SMS content before sending, get prior approval for election-related content and keep records of bulk SMS sent. Marketing also needs explicit consent under the Personal Data Protection Act 2022.
Which traffic types work best?
OTPs, alerts and transactional messages with a registered brand sender ID are the most reliable in both countries. Promotional traffic works with consent and registered IDs, but carries more scrutiny. Keep content consistent with the samples you registered, and follow SMS content restrictions and OTP SMS best practices.
How to choose a bulk SMS provider in Uganda or Tanzania
- Check which networks the provider reaches directly, and whether Airtel, MTN, Vodacom and Yas all receive your registered sender ID.
- Ask how long sender ID registration takes and what documents are needed.
- Ask for operator delivery reports and test on each network; see how to test an SMS route.
- Be wary of the cheapest bulk SMS offers: routes that accept unregistered IDs are usually grey. See grey SMS routes and their risks and our sender ID registration overview.

Frequently asked questions
How do I send bulk SMS in Uganda?
Choose an SMS provider with routes to MTN Uganda and Airtel Uganda, register your alphanumeric sender ID through it (allow about three weeks), and send only to people who agreed to receive your messages. Include your brand name and an opt-out in marketing messages, and test delivery on each network before sending volume.
What is the price of bulk SMS in Uganda?
There is no fixed national price. Local platforms usually sell bundles priced per SMS in shillings, while international A2P routes are priced per message in dollars or euros and are often higher. The real cost depends on volume, networks covered, sender ID registration and delivery rate, so compare the cost per delivered message.
Who are the bulk SMS providers in Tanzania?
Tanzania has local bulk SMS platforms and international A2P providers that connect to Vodacom, Airtel, Yas (formerly Tigo), Halotel and TTCL. Rather than picking by name, check that the provider can register your sender ID on each network, gives operator delivery reports, and screens content as TCRA expects.
Is consent required for SMS marketing in Tanzania?
Yes. Under the Personal Data Protection Act 2022, in force since May 2023, processing personal data for direct marketing requires the person's explicit consent unless a law allows it. Keep records of where each number came from and when consent was given, and honour opt-out requests quickly.
