SMS OTP Cost: What Verification SMS Costs

What drives the cost of OTP SMS by country, how to calculate the real cost per verification and how to lower it without losing delivery.

Updated 20 October 2026

SMS OTP cost is the price you pay per verification message, and it depends above all on the destination country and operator, then on the route type, sender ID, message length and volume. The number that matters is not the price per SMS but the cost per successful verification, which also includes failed messages, retries and fraud.

What drives SMS OTP cost?

The largest part of an OTP SMS price is the termination fee charged by the mobile operator that delivers the message. Operators set these fees per country and sometimes per traffic type, so the same OTP can cost many times more in one country than in another. Your provider's margin, the route path and registration costs come on top.

FactorEffect on cost
Destination country and operatorThe biggest driver. Some operators charge international A2P traffic far more than local traffic.
Local vs international originIn several countries, operators apply a higher rate to messages from foreign businesses than to local ones.
Route typeDirect or premium routes cost more than mixed or wholesale routes, and grey routes look cheapest until they get blocked.
Sender ID and registrationSome countries charge for sender ID or template registration, or add a fee for international sender IDs.
Message partsA message over 160 GSM-7 characters, or over 70 Unicode characters, is billed as several parts.
Volume and commitmentHigher committed volume usually lowers the per-message price.
Billing basisBilled per submitted message or per delivered message.

For the general mechanics of A2P pricing, see SMS pricing explained.

Why is OTP SMS more expensive in some countries?

Because operators in those countries charge high termination fees for A2P traffic, often with a separate, higher rate for international senders. Some markets also require a registered or local sender ID, and messages on unregistered routes are blocked rather than delivered cheaply. Firewalls make sure that traffic pays the official rate. See SMS firewalls.

How to calculate the real cost per verification

Divide your total OTP spend by the number of successful verifications, not by the number of messages sent. This figure captures everything that inflates OTP cost in practice:

  1. Retries. Users who do not receive the code press "resend", so one login can trigger two or three messages.
  2. Failed deliveries. On routes billed per submission, undelivered messages still cost money.
  3. Multi-part messages. A long template, a link, or a single emoji (which forces Unicode) can double the parts. See GSM-7 vs Unicode encoding.
  4. Fraud. SMS pumping generates OTP requests to expensive number ranges. The messages are real and billed, but no user ever verifies.

Track sent, delivered and verified per country every day. A sudden rise in sends without a matching rise in verifications is the clearest pumping signal.

How to reduce SMS OTP cost without losing delivery

  • Keep the message short and in GSM-7: code, brand, expiry, and nothing else.
  • Rate-limit OTP requests per number, IP, device and prefix, and add bot protection to the form.
  • Block or challenge destinations where you have no users.
  • Validate numbers first with an HLR lookup to avoid paying for unreachable or invalid numbers.
  • Use a cheaper channel first where it fits, such as WhatsApp authentication messages or flash call in some markets, with SMS as fallback. See OTP fallback with voice and WhatsApp.
  • Compare routes on conversion, not only price. A cheaper route with lower delivery raises the real cost.

Is WhatsApp OTP cheaper than SMS OTP?

In many countries yes, in some no. Since July 2025 Meta charges WhatsApp authentication templates per delivered message, at a rate that depends on the recipient's country code, and it publishes rate cards that change over time. Compare the current Meta rate for each country with your SMS rate, and remember that WhatsApp only reaches users who have the app. See WhatsApp vs SMS for OTP.

Getting OTP pricing for your countries

Because prices move with operator rates, any fixed price list goes stale quickly. The useful step is a quote for your exact destinations and volume. VoIPMatcher sources A2P SMS routes for OTP traffic from its carriers and manages them. Request an OTP SMS route with pricing for your countries.

Frequently asked questions

Why do OTP SMS prices change so often?

OTP SMS prices follow the termination fees charged by mobile operators, which change when operators update their A2P pricing, introduce firewalls, or add surcharges for international senders. Currency movements and new registration schemes also shift prices. Providers usually pass these changes on with notice, so review rate updates regularly and quote per country.

Is SMS OTP charged if the message is not delivered?

It depends on the provider and route. Some bill every submitted message regardless of outcome, while others bill only messages confirmed as delivered by the operator. Ask which applies on each route, because billing per submission makes failed deliveries, invalid numbers and fraud attempts more expensive.

How can I stop paying for fake OTP requests?

Fake OTP requests usually come from SMS pumping, where bots trigger codes to number ranges that share revenue with the fraudster. Add bot protection to the form, rate limits per number, IP and prefix, block countries where you have no users, and alert on rising sends without matching verifications. These steps cut cost without affecting real users.

Is voice OTP cheaper than SMS OTP?

Sometimes. Voice OTP is billed per minute or per call at the destination's voice rate and billing increment, so it can be cheaper where A2P SMS is expensive, and more expensive where mobile voice termination is costly. Users also answer unknown calls less often, so compare the cost per successful verification in each country.

Does message length affect OTP SMS cost?

Yes. A message is billed per part: up to 160 characters in GSM-7 or 70 in Unicode for a single part, and less per part when split. One emoji or special character switches the whole message to Unicode. Keep OTP texts short and plain so each code is billed as a single part.
