WhatsApp vs SMS for OTP and Alerts: Cost, Reach

WhatsApp vs SMS for OTP codes and alerts: reach, Meta per-message pricing as of 2026, security, and how to combine both channels by country.

Updated 20 October 2026

WhatsApp vs SMS for OTP comes down to reach versus cost: SMS reaches every mobile number with no app, while WhatsApp reaches only users who have it but is often cheaper in countries where A2P SMS is expensive. Many businesses use both, choosing the first channel per country and falling back to the other.

WhatsApp vs SMS: the main differences

SMS works on every phone on a mobile network and needs no internet, which gives it the widest reach. WhatsApp messages travel over data, show a verified business profile and support buttons, but only reach people who installed the app and registered that number. Prices, rules and failure modes differ, so the best choice depends on the country.

How is WhatsApp Business API pricing calculated?

Since 1 July 2025, Meta charges per delivered template message instead of per 24-hour conversation. The rate depends on the template category (marketing, utility or authentication) and on the country code of the recipient's number. OTP codes are sent as authentication templates.

A few details matter for OTP budgets (as of October 2026, from Meta's developer documentation):

  • Utility and authentication messages can get lower rates through monthly volume tiers.
  • In a set of markets, Meta applies a separate authentication-international rate when the business is based outside that country. Check the rate card for the countries you serve.
  • Meta can change rates on the first day of each quarter, with advance notice, so budget with the current rate card and review it quarterly.
  • Your provider (a Business Solution Provider) may add its own fee on top of Meta's charge.

WhatsApp OTP vs SMS OTP cost: which is cheaper?

It depends on the country. Where operators charge high A2P termination fees, especially to international senders, a WhatsApp authentication message is often cheaper than an SMS. Where SMS is inexpensive and WhatsApp use is low, SMS usually wins. Compare the cost per successful verification, not the list price: a cheaper WhatsApp message that half of your users cannot receive still needs an SMS fallback. See SMS OTP cost and SMS pricing explained.

Is WhatsApp more secure than SMS for OTP?

WhatsApp messages are end-to-end encrypted and are not exposed to SS7 interception on the mobile network, which is a known weakness of SMS. But both channels are tied to a phone number, so a user who loses control of the number (for example through SIM swap) can be at risk on either. Both are also exposed to phishing, where the user is tricked into sharing the code. For high-risk actions, regulators and security agencies increasingly point to app-based or passkey authentication. WhatsApp Business API vs SMS for alerts and notifications

For alerts such as delivery updates or appointment reminders, WhatsApp offers richer content and two-way conversation, while SMS guarantees reach and is still the standard for critical notices to the whole customer base. Marketing on either channel needs prior opt-in. A common pattern is WhatsApp for customers who opted in on that channel and SMS for everyone else. On SMS, keep promotional and transactional traffic separate: see transactional vs promotional SMS.

Using both: channel choice by country

  1. Measure WhatsApp reach and SMS cost per country.
  2. Send first on the channel with the lowest cost per verified user.
  3. Fall back automatically after a short wait, or let the user pick "send by SMS instead".
  4. Track conversion per channel and per country, and revisit when Meta or operator rates change.

The full flow, including voice as a third channel, is in OTP fallback with voice and WhatsApp. For message design, see OTP SMS best practices.

SMS routes for your fallback

Even WhatsApp-first setups need reliable SMS behind them. VoIPMatcher sources A2P SMS routes for OTP and alerts from its carriers and manages them. Request an SMS route for OTP and alerts.

Frequently asked questions

Can WhatsApp OTP autofill like SMS?

Yes, on supported devices. WhatsApp authentication templates can include a copy-code button or a one-tap autofill button that passes the code to your Android app. SMS also supports autofill on Android and iOS. The exact behaviour depends on the template type, app setup and operating system, so test both flows on real devices.

Do I need approval to send WhatsApp OTP?

Yes. You need a WhatsApp Business account on the WhatsApp Business Platform, usually through a Business Solution Provider, a verified business, an approved display name, and an approved authentication template. Meta defines what authentication templates may contain, so OTP messages follow a fixed format rather than free text.

What happens if the user does not have WhatsApp?

The message cannot be delivered, and your platform should detect the failure and fall back to SMS or a voice call. Many businesses check WhatsApp reach per country first and only send WhatsApp-first where most users have the app. Always keep an SMS route as the universal fallback.

Is WhatsApp OTP free?

No. Authentication template messages are charged per delivered message according to Meta's rate card for the recipient's country, plus any fee your provider adds. Meta lists free messaging only in specific cases, such as some messages inside a free entry point window opened by a click-to-WhatsApp ad. Check current Meta rules before budgeting.

Is WhatsApp or SMS better for marketing messages?

It depends on the audience and country. WhatsApp offers rich content, buttons and conversation where users opted in on WhatsApp, but marketing templates cost more than authentication or utility ones. SMS reaches everyone and suits short offers. Both need prior consent, and both should make opting out simple.
