Bulk SMS in Ghana needs a pre-registered alphanumeric sender ID: since 8 July 2026, MTN Ghana blocks messages with unregistered sender IDs, and numeric senders are not supported on standard A2P routes. Marketing messages also need opt-in consent and a free way to unsubscribe under the National Communications Authority (NCA) rules on unsolicited messages.
Rules last checked: October 2026.
How does bulk SMS work in Ghana?
A business sends through an SMS gateway or bulk SMS platform, which delivers to Ghana's mobile networks: MTN Ghana (the largest), Telecel (formerly Vodafone Ghana) and AT (formerly AirtelTigo). Local platforms resell domestic routes, while international senders, such as apps sending OTPs, usually reach Ghana through international A2P routes. The two are priced and registered separately, so tell your provider which one you need. The general model is explained in what bulk SMS is.
Is sender ID registration required in Ghana?
Yes, in practice. Provider guides report, as of 2026:
| Item | Rule |
|---|---|
| MTN Ghana | Registration required; unregistered sender IDs blocked since 8 July 2026 |
| Other networks | Pre-registered alphanumeric sender IDs recommended for reliable delivery |
| Registration time | About 2 weeks for domestic, about 3 weeks for international traffic |
| Dynamic sender IDs | Not supported on MTN |
| Numeric senders, long and short codes | Not supported on standard A2P routes |
| Content | Promotional sender IDs cannot be registered; generic IDs (such as INFO or SMS) may be blocked |
Use your brand name as sender ID, register it for both international and domestic traffic if you send both, and keep the sample content you submit close to what you actually send. Our guide to sender ID registration shows how this compares with other African markets such as Nigeria and Kenya.
What are the NCA rules on unsolicited SMS?
The NCA's Code of Conduct on Unsolicited Electronic Communications, based on the Electronic Communications Act and regulation 32 of the Electronic Communications Regulations 2011, sets the baseline for marketing messages:
- Opt-in consent: send marketing only to people who agreed, and keep proof (date, time and identity).
- Accurate sender information: the recipient must be able to tell who sent the message.
- Free unsubscribe: every message must offer a free way to opt out.
- Do-not-text lists: the code provides for registers of people who do not want such messages.
The NCA also consulted in 2024 on guidelines for network promotional messages, covering opt-in and opt-out, message frequency and timing. Expect stricter limits on marketing timing and volume, and support HELP and STOP keywords where your route allows replies. Personal data used for marketing, such as phone lists, also falls under the Data Protection Act 2012, overseen by the Data Protection Commission.
Which bulk SMS traffic works best in Ghana?
Transactional messages and OTPs with a registered brand sender ID are the most reliable. Marketing works with consent and registered IDs, but plan for stricter timing rules and opt-out handling. For OTPs, keep the message short and without links, as described in OTP SMS best practices, and see transactional vs promotional SMS for how networks treat each type.
How to choose a bulk SMS route for Ghana
Ask each provider:
- Can you register my sender ID on MTN, and on the other networks, for my traffic type (domestic or international)?
- Do you reach MTN, Telecel and AT directly, or through partners?
- Are delivery reports returned by the operator, or generated by the platform?
- How do you handle opt-out replies?
Routes that accept any sender ID without registration are likely grey and are the first to be blocked; see grey SMS routes and their risks and how to test an SMS route.

Frequently asked questions
How much does bulk SMS cost in Ghana?
Prices depend on volume, the networks you need, the traffic type and whether the route is local or international A2P. Local resellers often quote per SMS in cedis with volume bundles, while international senders pay per message in dollars or euros. Compare the cost per delivered message on MTN, Telecel and AT, not just the headline rate.
Can I use a phone number as sender ID in Ghana?
Generally not for A2P traffic. Provider guides report that numeric sender IDs, long codes and short codes are not supported on standard international routes to Ghana, so alphanumeric sender IDs registered in advance are the norm. A registered brand name is also what recipients trust most.
Which network has the most subscribers in Ghana?
MTN Ghana is the largest mobile network by subscribers, followed by Telecel (formerly Vodafone Ghana) and AT (formerly AirtelTigo). Because MTN carries most of the traffic, its sender ID registration rules have the biggest effect on bulk SMS delivery in Ghana.
Who regulates SMS in Ghana?
The National Communications Authority (NCA) regulates electronic communications, including unsolicited messages, under the Electronic Communications Act and the 2011 Electronic Communications Regulations. Personal data used for marketing, such as phone numbers, also falls under the Data Protection Act 2012, overseen by the Data Protection Commission.
