To send A2P SMS to Turkey you need a pre-registered alphanumeric sender ID, and commercial (marketing) messages to consumers also need consent recorded in IYS, the national Message Management System. As of 2026, numeric and generic sender IDs are filtered, and messages with URLs from senders without a local entity are being blocked.
Rules last checked: October 2026.
Sender ID registration
All Turkish networks accept alphanumeric sender IDs only for A2P traffic: local long codes and short codes are not offered to international senders, and numeric or unregistered alphanumeric senders are filtered by the operators. One major CPaaS has announced that from November 18, 2026 messages with unregistered sender IDs will be blocked on its routes. Registration is done by your SMS provider and usually needs:
- a sender ID of 3 to 11 characters that contains or clearly matches your brand (generic names like INFO, SMS or NOTICE are refused)
- company registration documents and tax ID, website and authorized representative details
- a signed letter of authorization (sometimes called a NOC), plus a brand authorization letter for banks
- sample messages for every use case and the traffic type (transactional or promotional)
- for marketing senders, your IYS brand code, since the IYS step comes first
Providers quote about two weeks for approval. Our guide on sender ID registration explains the general process.
IYS and consent for commercial messages
Turkey's rules on commercial electronic messages come from Law No. 6563 on the Regulation of Electronic Commerce and its regulation, overseen by the Ministry of Trade. IYS (Ileti Yonetim Sistemi) is the central register of consents and opt-outs, run by IYS A.S. under the Union of Chambers and Commodity Exchanges (TOBB). In practice:
- Companies that send commercial messages to consumers must register with IYS and record each recipient's consent there. Consents not uploaded to IYS are not valid.
- Opt-outs are also handled through IYS, and every commercial message must offer a free way to opt out.
- Messages to merchants and tradesmen (B2B) can generally be sent without prior consent.
- Purely informational messages about an existing service, such as OTPs or order updates, are not commercial messages and do not need IYS consent.
Providers disagree on promotional traffic from abroad: some carry it when the sender is IYS registered, while others accept only transactional content on Turkish sender IDs. Confirm with the route provider. See transactional vs promotional SMS.
Restricted content and URLs
- Gambling, adult, political and religious content is prohibited, and so is P2P-style traffic over A2P routes.
- From April 1, 2026, operators were required to block international A2P SMS that contains links; messages with URLs from companies without a local Turkish entity may be blocked or have the link masked. Remove URLs unless your provider confirms a local route that allows them.
- SMS to Northern Cyprus numbers is not supported on some international routes, so check coverage if you need it.
The national regulator, the Information and Communication Technologies Authority (BTK), enforces the telecom side. Read more on SMS content restrictions.
Mobile networks and encoding
| Operator | Sender ID |
|---|---|
| Turkcell | Registered alphanumeric only |
| Vodafone Turkey | Registered alphanumeric only |
| Türk Telekom | Registered alphanumeric only |
Turkey has mobile number portability, so route on the ported network, not the prefix. Turkish letters such as ş, ğ and ı need Unicode, and some routes reserve 5 characters for an operator identifier, which leaves about 155 GSM-7 or 65 Unicode characters for a single message. See GSM-7 vs Unicode encoding.
OTP traffic
OTP is transactional, so it does not need IYS consent, but it still needs a registered sender ID. Keep the message short, put the brand name in the text, avoid links, and test every operator before launch with how to test an SMS route. The OTP SMS best practices guide covers expiry and retry rules, and protecting forms against SMS pumping is important on a high-value destination.
More on the destination is on our Türkiye SMS page and our A2P SMS routes page.
Getting a route
Turkish rules are changing during 2026, so confirm sender ID, URL and promotional rules with the route provider before sending. VoIPMatcher sources the route from its carriers and manages it; buyers and sellers never see each other. Tell us your sender ID, traffic type and IYS status and request a Turkey SMS route.
Frequently asked questions
Do OTP messages need IYS consent in Turkey?
No. OTPs and other purely informational messages about an existing service, such as order updates, are not commercial messages, so they do not need consent recorded in IYS. They still need a pre-registered alphanumeric sender ID. Keep OTP text strictly informational, because adding promotional content turns it into a commercial message.
Can I send SMS with links to Turkey?
Only with care. From April 1, 2026, operators were required to block international A2P SMS containing links, and messages with URLs from companies without a local Turkish entity may be blocked or have the link masked. Remove URLs unless your provider confirms a local route that allows them.
How long does sender ID registration take in Turkey?
Providers quote about two weeks. You need a sender ID of 3 to 11 characters matching your brand, company registration documents and tax ID, a signed letter of authorization, sample messages for each use case and the traffic type. Marketing senders also need their IYS brand code, since the IYS step comes first.
Can I send B2B SMS without consent in Turkey?
Messages to merchants and tradesmen can generally be sent without prior consent under Turkey's commercial electronic message rules. Messages to consumers are different: commercial messages need consent recorded in IYS, and every one must offer a free way to opt out. Check whether each recipient is a business or a consumer.
