VoIP and SIP Trunks in Indonesia: Rules and Routes

How VoIP and SIP trunking work in Indonesia in 2026: Komdigi licensing, ITKP, the main operators, caller ID and filtering, and buying termination.

Updated 20 October 2026

A SIP trunk in Indonesia is bought from a licensed Indonesian operator, because public telephony, including internet telephony (ITKP), needs a licence from the Ministry of Communication and Digital Affairs (Komdigi). For calls into Indonesia from abroad, you buy international VoIP termination to Telkomsel, Indosat Ooredoo Hutchison, XLSmart and fixed Telkom numbers from a wholesale carrier.

Rules last checked: October 2026.

Yes, VoIP is legal in Indonesia, but providing it to the public is licensed. Businesses can use IP phone systems and VoIP apps freely. A company that wants to sell telephony services, sell numbers or carry public calls over IP needs a telecom licence, issued through the national online licensing system to an Indonesian business entity. Foreign companies usually work with a licensed local operator or set up a local entity, and should take local legal advice before offering services to Indonesian users.

The regulator is Komdigi, the Ministry of Communication and Digital Affairs. It was renamed from Kominfo (the Ministry of Communication and Informatics) in October 2024, so older documents and provider pages still use the old name.

What is ITKP and who can offer it?

ITKP (Internet Teleponi untuk Keperluan Publik) is the licensed category for internet telephony for public use: long-distance and international calls carried over IP, reached by dialling an access code. It is defined in a 2019 ministerial regulation, and a 2021 amendment added duties for ITKP operators to prevent and stop fraud and caller ID masking and to handle fraud complaints. This is one reason Indonesian operators are strict about the origin and caller ID of the traffic they accept.

Who are the main operators for SIP trunks and termination?

A business that needs Indonesian numbers and local outbound calling buys a SIP trunk from a licensed operator or one of its authorised partners. A carrier, call center or CPaaS platform calling Indonesia from abroad buys international termination instead. Our guides on SIP trunking and origination vs termination explain the difference.

What should you know about caller ID and filtering?

Caller ID handling decides answer rates to Indonesia. Points to plan for, as of 2026:

  • CPaaS providers recommend presenting an Indonesian number as caller ID where you hold one; delivery of a foreign caller ID is best effort.
  • Toll-free numbers cannot be used as caller ID for outbound calls.
  • Operators filter automated calls. XL runs an anti-spam service that can filter calls such as voice OTP, so test automated traffic per operator.
  • Komdigi and the operators have blocked thousands of numbers used for scam calls, and the government has announced AI-based anti-scam systems at operator level.
  • From 1 July 2026, new SIM registrations require face biometric verification, which tightens the supply of SIMs used in bypass.

Avoid routes that change your caller ID to a random local number without authorization: that is spoofing, it breaks Indonesia's anti-masking rules, and calls on such routes are the first to be blocked. See CLI vs non-CLI routes and SIM box bypass fraud.

How to buy VoIP termination to Indonesia

Ask for rates split by operator (Telkomsel, Indosat, XLSmart, fixed), state the CLI type you need and the traffic type (conversational, call center, voice OTP), and run test calls to each network. Check ASR, ACD and post-dial delay per operator, since filtering can differ between networks. How to test a VoIP route and ASR, ACD and PDD show what to measure. For verification calls, compare voice OTP with SMS in OTP fallback to voice and WhatsApp.

Getting an Indonesia route

VoIPMatcher sources wholesale VoIP termination from its carriers and manages the route for you. See the Indonesia VoIP destination page for current demand, then request an Indonesia VoIP route with the operators, CLI type and volume you need.

Frequently asked questions

Is VoIP legal in Indonesia?

Yes. Using VoIP apps and IP phone systems is legal in Indonesia. Offering telephony services to the public, including internet telephony, requires a telecom licence from the Ministry of Communication and Digital Affairs (Komdigi), and those licences go to Indonesian business entities. Businesses buy SIP trunks from licensed operators rather than from unlicensed resellers.

What is ITKP in Indonesia?

ITKP stands for Internet Teleponi untuk Keperluan Publik, internet telephony for public use. It is a licensed service category for long-distance and international calls carried over IP, reached by dialling an access code. A 2021 amendment requires ITKP operators to prevent fraud and caller ID masking and to handle fraud complaints.

Who regulates telecom in Indonesia?

The Ministry of Communication and Digital Affairs, known as Komdigi, regulates telecommunications. It was renamed from the Ministry of Communication and Informatics (Kominfo) in October 2024 and formalised by presidential regulation in November 2024. Licensing for telecom operators runs through the national online business licensing system.

Why are my calls to Indonesia not answered?

Common reasons are an unknown or international caller ID, operator spam filtering of automated calls, and routes that alter the CLI. Indonesian subscribers are wary of scam calls, and the government and operators have blocked thousands of scam numbers. A route that delivers your real or a properly assigned caller ID usually performs better.
