Bulk SMS in Nepal reaches two mobile operators, Nepal Telecom and Ncell, and international A2P traffic must be delivered through licensed operators: the Nepal Telecommunications Authority (NTA) has warned against unauthorised termination of international A2P SMS. Use a pre-registered alphanumeric sender ID and send marketing only with consent.
Rules last checked: October 2026.
How does bulk SMS work in Nepal?
Bulk SMS in Nepal runs on two mobile networks: Nepal Telecom (NTC), the state-owned operator, and Ncell. Domestic senders usually buy from local bulk SMS platforms that work with the operators as value-added service partners. International senders, such as global apps sending OTPs, buy international A2P routes that end at the operators. The regulator for the sector is the NTA.
The difference between the two models matters because they are priced and controlled differently. See what bulk SMS is and SMS route types for the background.
What does the NTA say about international A2P SMS?
In July 2025 the NTA warned against unauthorised delivery of international A2P SMS into Nepal and said it would take legal action against it. Under the Telecommunications Act, only holders of the relevant operator licences (basic telephone or mobile, or international long distance) may deliver such traffic. For buyers this means one thing: international A2P to Nepal should end at Nepal Telecom or Ncell through an authorised path, not through local SIM cards or unlicensed gateways. Routes that do otherwise are grey, and they are exactly what the NTA is acting against. Our guide to grey SMS routes and their risks explains how to spot them.
Is sender ID registration required in Nepal?
For reliable delivery, yes. Provider guides report, as of 2026:
| Item | What to expect |
|---|---|
| Alphanumeric sender ID | Pre-registration recommended, about 2 weeks |
| Unregistered sender ID | May be replaced with a generic ID, delivery best effort |
| Numeric sender ID | Not supported |
| Long codes and short codes | Not supported for international senders |
| Two-way SMS | Not supported |
Requirements can differ between Nepal Telecom and Ncell, and provider guides do not always agree, so ask your provider exactly which network your registration covers and what the recipient will see on each. See sender ID registration and sender ID types.
What are the consent rules for bulk SMS in Nepal?
Two laws apply to marketing SMS:
- The Advertisement (Regulation) Act 2019 and its regulation: advertising SMS cannot be sent without the recipient's consent.
- The Individual Privacy Act 2018: personal data, including phone numbers, may not be collected or used without consent.
These are not theoretical. In January 2026, millions of political messages sent from bulk sender IDs prompted an NTA investigation and public debate about the use of phone numbers without consent. Send only to people who agreed, keep records of consent, and include a way to stop messages. For OTPs, follow OTP SMS best practices.
How to choose a bulk SMS route for Nepal
- Ask whether international traffic ends at Nepal Telecom and Ncell through an authorised path.
- Register your sender ID and confirm which networks it covers.
- Ask whether delivery reports come from the operators.
- Test on both networks before sending volume; see how to test an SMS route.
A price far below other quotes usually means an unauthorised route, with blocking risk and unreliable delivery reports. For verification traffic, plan a fallback for users who do not receive the code, such as a voice call or another channel, as described in OTP fallback to voice and WhatsApp. Because replies are not supported, put a support contact or link in your app rather than asking users to answer the SMS.

Frequently asked questions
What is the bulk SMS rate in Nepal?
Rates depend on the route and traffic. Local bulk SMS platforms sell domestic packages in rupees, while international A2P messages delivered through licensed operators are priced per message in dollars or euros and usually cost more. Compare the cost per delivered message on Nepal Telecom and Ncell, including any sender ID registration fees.
Can I send SMS to Nepal from abroad?
Yes, through providers whose traffic is delivered by licensed operators. Nepal Telecom and Ncell carry international A2P SMS, and the regulator has warned against unauthorised termination of international A2P traffic. Use a pre-registered alphanumeric sender ID for reliable delivery, because unregistered IDs may be replaced with a generic one.
Is consent required for promotional SMS in Nepal?
Yes. Nepal's advertising law prohibits sending advertising messages without the recipient's consent, and the Individual Privacy Act 2018 restricts using personal data, including phone numbers, without consent. Collect clear opt-in, keep records, and include a way to stop receiving messages.
Does Nepal support two-way SMS?
Not on standard international A2P routes. Provider guides list long codes, short codes and two-way SMS as not supported for international senders, so customers cannot reply to your messages. If you need replies, use a local service from a licensed provider, or another channel such as a support number or web link.
