Bulk SMS and VoIP in Taiwan: NCC Sender and CLI Rules

Bulk SMS and VoIP in Taiwan as of 2026: brand name rule, URL registration, sending hours, mobile networks, NCC numbering and the block on spoofed +886 calls.

Updated 20 October 2026

Bulk SMS in Taiwan arrives from a numeric sender, because alphanumeric IDs are overwritten, so the NCC requires the company or brand name at the start of every message; brand names and full URLs must be registered and shortened URLs are banned. VoIP in Taiwan is regulated by the NCC, and since 2023 operators block calls from abroad that fake a +886 Taiwanese number, with a voice warning on international calls.

Rules last checked: October 2026.

Bulk SMS in Taiwan: sender and brand name rules

Sender typeStatus in Taiwan as of 2026
AlphanumericDelivered, but overwritten with a numeric long code
International long codeDelivered, but overwritten
Domestic long code or short codeNot available to international senders

Because the sender is replaced, the NCC requires every message to clearly name the sender's company, organisation, brand or campaign at the start of the text, for example "[MyBrand] Your verification code is 123456." Providers ask you to register the brand names you will use, and your templates must begin with the same name. Two-way SMS is not supported, and only SMSC-level delivery reports are available. See SMS DLR status codes.

URLs, sending hours and restricted content

  • URLs: shortened URLs are strictly prohibited, and full URLs must be registered or allowlisted before sending.
  • Chat app links: links to WhatsApp or LINE chats are not allowed.
  • Hours: promotional SMS is not allowed from 12:30 to 13:30 and from 21:00 to 09:00 the next day.
  • Content: gambling, adult content, loans, political and religious content, firearms, controlled substances and alcohol are refused.
  • Consent: get opt-in consent for marketing and offer an opt-out, in line with Taiwan's Personal Data Protection Act.

Taiwan mobile networks

Three groups run the mobile networks: Chunghwa Telecom, Taiwan Mobile (which merged with Taiwan Star) and Far EasTone (which merged with Asia Pacific Telecom). Mobile numbers start with 09. Traditional Chinese text is sent in Unicode, so one SMS holds 70 characters, and the brand prefix counts toward that limit (GSM-7 vs Unicode).

VoIP in Taiwan: regulator and numbering

VoIP is legal in Taiwan for licensed providers. The National Communications Commission (NCC) regulates telecoms under the Telecommunications Management Act and manages numbering. Taipei numbers start with 02, mobile numbers with 09, internet phone (VoIP) numbers with 070, and freephone with 0800. Mobile termination is priced per network (mobile termination rates).

Anti-spoofing measures for calls to Taiwan

Since May 2023 the NCC and the operators block calls that arrive from abroad showing a fake Taiwanese +886 number, at the international switch before they reach users. Filtering started with fixed and other +886 0 to 8 numbers and was then extended to +886 9 mobile numbers, where operators check whether the number is really roaming abroad. Carriers reported blocking around 100,000 spoofed calls a day at launch. Recipients of international calls also hear a short voice warning about fraud before the call connects.

For buyers: international traffic cannot present a Taiwanese CLI, and calls from abroad come with a warning that lowers answer rates. A local presence and a number you hold are the only way to show Taiwanese CLI. See CLI spoofing rules and local CLI explained.

What buyers ask for on Taiwanese routes

  • Rates for fixed, mobile and 070, plus ASR and ACD.
  • How the CLI is presented and whether calls carry the warning announcement.
  • For SMS: brand name and URL registration time, delivery reports and OTP latency (how to test an SMS route).

Check coverage on the Taiwan VoIP destination page and the Taiwan SMS destination page, or read about our VoIP termination and A2P SMS routes. VoIPMatcher sources the route from its carriers and manages it; buyers and sellers never see each other. Request a Taiwan voice route or request a Taiwan SMS route.

Frequently asked questions

Can I use an alphanumeric sender ID in Taiwan?

You can send with one, but Taiwanese networks overwrite it with a numeric long code, so the recipient never sees it. That is why the NCC requires the company or brand name at the beginning of the message text. Register the brand names you use with your provider and start every template with them.

What time can I send marketing SMS in Taiwan?

Promotional SMS is blocked from 12:30 to 13:30 and from 21:00 to 09:00 the next morning, Taiwan time. Send campaigns in the remaining daytime windows. OTP codes and transactional notices are not affected by these windows. Set your scheduler to Taiwan time so queued campaigns do not start inside a blocked window.

Why are my calls to Taiwan with a +886 caller ID blocked?

Since 2023 Taiwanese operators block calls that arrive from abroad showing a Taiwanese number, unless the number is a genuine mobile roaming abroad. The measure targets scam calls that fake local numbers. Present a number you are entitled to use from the country where the call starts.

Who regulates telecoms in Taiwan?

The National Communications Commission (NCC). It licenses telecom operators, manages the numbering plan, sets SMS rules such as the brand name requirement, and coordinates anti-fraud measures with the operators, including the blocking of spoofed +886 calls from abroad. Foreign senders reach Taiwanese users through licensed operators.
